City of Dublin Appoints Matthew Rubino as Chief Financial Officer/Director of Finance

(Dublin, OH) City of Dublin is pleased to announce the appointment of Matthew Rubino as Chief Financial Officer/Director of Finance, following a comprehensive selection process.

Rubino brings over 25 years of public sector financial leadership experience to Dublin, with a career that spans municipal and county government finance, budgeting and policy development. He most recently served as Director of Finance for the City of Solon, where he led the City’s financial strategy and operations since 2016. Prior to that, he held senior finance roles with the City of Shaker Heights and Cuyahoga County, including serving as director of the County’s Office of Budget and Management.

“Matt Rubino is an accomplished public finance leader who brings a wealth of experience, technical expertise and strategic insight to this vital role,” says City Manager Megan O’Callaghan. “His collaborative approach, deep knowledge of local government finance and alignment with Dublin’s values of transparency and fiscal stewardship make him an excellent fit for our exceptional community.”

Under Rubino’s leadership, the City of Solon earned statewide and national recognition for excellence in financial reporting and transparency. His tenure saw the City receive top honors including the Auditor of State Award with Distinction, the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting, the GFOA Popular Annual Financial Reporting Award and the GFOA Distinguished Budget Presentation Award — a testament to his commitment to fiscal integrity and clear, accessible communication.

Rubino holds both a Master of Public Administration and a Bachelor of Science in business finance from the University of Akron. In addition to his technical credentials, he has demonstrated a dedication to providing sound financial and administrative guidance to public entities in Ohio, with expertise in long-term capital planning, debt financing and strategic investment.

As CFO, he will oversee the City’s financial operations, including budgeting, auditing, payroll, treasury, procurement and long-term financial planning.
